Parking Rules & Regulations

Parking rules and regulations are in place to maintain order on campus and ensure the safety of all members of the University community. It should be noted, however, that at certain times parking on campus is limited and a permit does not guarantee availability of a parking space. Your cooperation and adherence to the rules is appreciated by all who work, learn and live at Illinois Wesleyan University.

Vehicle Registration and Windshield Decals

Online Registration Form

  • All faculty, staff and student vehicles parked on University property must be registered with the Office of Campus Safety and display a valid parking decal. Decals must be affixed to the lower right corner of the front windshield.
  • Parking decals are provided to students and faculty/staff free of charge.
  • Vehicles may be registered online, or at the IWU Campus Safety Department at the south lobby of Memorial Center.
  • The following information is needed for IWU vehicle registration: your name, cell phone number, local or home address, the make, model, year, and color of the vehicle, license plate number and issuing state.
  • All vehicles parked on campus must be in safe operating condition, and must display a government-issued license plate.
  • No vehicle may be abandoned or stored on campus without written permission from the Department of Campus Safety.

Classifications

  • Faculty/Staff: Park in designated Faculty/Staff lots or on-street parking. 
  • Students: Park in designated Student lots or on-street parking. 
  • Visitor Spaces - Individuals not affiliated and visiting IWU may park on-street or in spots designated with Visitor signage. A small number of designated Visitor spots are located at the Hansen Center and Holmes Hall. These spots are reserved for temporary Visitors only.
  • Visitor Passes: Visitors may also come to the Campus Safety Department, and receive a temporary Visitor Pass to display in their vehicle. A temporary pass may allow parking in specific lots to address Visitor needs.
  • Disabled: Drivers with government-issued handicapped license plates or placards, may park in any designated handicapped spaces. Handicapped parking accommodations can be offered temporarily to students, by Student Accessibility Services. This permit allows the holder to park in Faculty/Staff lots as a temporary accommodation. However, an IWU accommodation does not permit students to park in marked handicapped spaces unless they also obtain a government-issued handicapped placard or license plate.

Violations

The Office of Campus Safety may issue tickets for any violations observed on IWU property.

Violations may be written for:

  • Failure to Register Vehicle or Display Valid Decal: Vehicles issued two or more tickets for this offense without registering, become eligible for towing or immobilization.
  • Incorrect Permit: Parking in Faculty/Staff lot without Faculty/Staff decal, or parking in restricted student lots without Student decal.
  • Parking in a Restricted Area: Parking in marked/reserved spaces with incorrect decal and/or without authorization. 
  • Improper Parking: Double parking, blocking registered vehicles or Visitor vehicles from entering or departing spaces, blocking delivery zones or trash/dumpster pickups, blocking driveways or walkways, parking outside of marked or designated spaces, blocking university vehicles or spaces, failure to relocate vehicle at IWU request. 
  • Safety Violations: Parking in a fire lane, parking in loading/unloading zones, blocking IWU Campus Safety, IWU Facilities, or First Responder vehicles, blocking dumpsters, deliveries, utility access, or other critical areas resulting in disruptions to safety or University operations. 
  • Note: Vehicles observed committing safety violations may be towed or immobilized without notice at Driver’s expense. 
  • Parking in Disability Accessible Space: Fines as posted in signage. Tickets and/or towing for enforcement of disability accessible spaces may be issued by the City of Bloomington or City of Normal.
  • Parking on IWU Quad: The fine for parking on the University Quad without authorization is $200.
  • All student parking fines are forwarded to student accounts, and may be paid online or at the IWU Business Office in Holmes Hall. 

Parking Lots

General Info:

  • Locations of all parking lots and bike racks can be identified on the Campus Map.
  • Unregistered vehicles may be cited in any location on campus. 
  • The driveway in front of Harriett House is always a “No Parking” zone.
  • Lots Restricted to Faculty/Staff Only During Daytime Hours: Between the hours of 7 a.m.-5 p.m. Monday-Friday, the following lots are restricted to vehicles with Faculty/Staff permits only. 
  • Lot I (Large CNS Lot)
  • Lot B (Hansen Center Lot)
  • Lot L (Gulick Lot)
  • Lot H (Small CNS Lot) is restricted to Faculty/Staff and utility vehicles at all times. Students and unregistered vehicles may be cited at any time in this lot.

Designated Student Parking Lots

  • Lot 1: Tucci Stadium East Lot
  • Lot 2: Shirk Center East Lot
  • Lot 3: Corner of Horenburger Drive and Emerson Street
  • Lot 4: Theta Chi Parking Lot
  • Lot 5: Corner of McClean Street and Graham Street
  • Lot 6: Corner of Park Street and Empire Street
  • Lot 7: Gates/Fricke Residence Hall (Residents Only– Requires Hang Tag Displayed in Vehicle)
  • Lot 8: Behind Evelyn Chapel, along University Street
  • Lot 9: Munsell/Ferguson Residence Halls 
  • Lot 10: Emerson Hall
  • Lot 11: Corner of East Street and Emerson, in front of East Street Apartments
  • Lot 12: Corner of East Street and Emerson, in front of tennis courts
  • Lot 13: Between Horenburger Field (Baseball) and tennis courts
  • Lot 14: Phi Gamma Delta Parking Lot
  • Lot 15: Tau Kappa Epsilon Parking Lot

Enforcement

Illinois Wesleyan University requires all individuals operating a vehicle on campus to comply with posted parking rules and regulations. In rare cases, corrective actions beyond routine citations may be necessary. IWU Campus Safety and/or Bloomington Police Department have the authority to tow or immobilize vehicles when serial violations occur, or when necessary to maintain campus safety. 

Progressive Ticketing

  • Tickets may be written for any observed violation of parking policies.
  • Increased Fees for Simultaneous Violations: The base fee for parking violations is $20 per violation. Most tickets are issued for a single $20 fee. When a vehicle is observed to be violating multiple parking policies simultaneously, Campus Safety may issue up to three (3) $20 fines per ticket, to reflect multiple violations observed.
  • Appeals: If you believe an IWU parking ticket was issued in error, you may contact the Office of Campus Safety within five (5) business days to appeal the ticket.
  • All student tickets are charged directly to the student’s IWU account.
  • Increased Fees for Serial Violations: Registered students 

Illinois Secretary of State: Motor Vehicle Registry Checks

  • If a vehicle is found responsible for multiple violations on campus, and is not registered with Illinois Wesleyan University, then the Department of Campus Safety may run DMV background checks to determine the vehicle’s legal owner. 
  • Once identified, any outstanding ticket fees may be referred to student accounts or an external collection service. The vehicle owner will be billed for the cost of the background check that identifies them.

Immobilization (Booting)

  • Vehicle immobilization is a tool used to hold drivers accountable and prevent further violations, while reducing the need to tow vehicles.
  • Illinois Wesleyan University, IWU Campus Safety, and Per Mar Security Services are not responsible for any damage caused by the installation or removal of immobilization devices. 
  • If a vehicle is immobilized:
  • If the vehicle is registered with IWU, the Campus Safety Department will contact the Driver via email to inform them that a boot has been applied to their vehicle.
  • Note: Contacting drivers to warn them prior to towing or immobilization is a courtesy service. Illinois Wesleyan University and the Department of Campus Safety do not guarantee that drivers will be contacted prior to towing or immobilization. Be advised, the City of Bloomington will not notify drivers prior to towing or immobilizing vehicles from on-street parking.
  • When immobilized, a warning notice will be placed on the vehicle’s driver side window.
  • Vehicles left immobilized for more than 24 hours may be towed.
  • Removal: To have the parking boot removed, students must contact Campus Safety, and sign a “Letter of Acknowledgement: Parking Violations,” and move their vehicle immediately to an approved spot. This letter acknowledges that the recipient has been notified of their parking violations, and understands that their account will be billed for all tickets and the boot removal fee. 
  • For registered IWU students and faculty/staff, the boot removal fee is $100. 
  • Registered students are not required to pay Campus Safety directly– their student account will be billed once they sign the Letter of Acknowledgement: Parking Violations.”
  • Tampering: Intentionally damaging, tampering with, attempting to remove, or removing the immobilization device will result in an additional $250 fee.

Towing

  • The University is not responsible for any damage resulting from the towing process. All towing expenses are the sole responsibility of the vehicle owner or operator.
  • If the driver is registered with IWU and circumstances permit, the Campus Safety Department will contact the driver via email and/or phone. 
  • When appropriate, students will be contacted and notified that their vehicle is eligible for towing, and the violating vehicle must be moved immediately.
  • Contacting drivers prior to towing or immobilization is a courtesy service. Illinois Wesleyan University and the Department of Campus Safety do not guarantee that drivers will be contacted prior to towing or immobilization. Be advised, the City of Bloomington will not notify drivers prior to towing vehicles from on-street parking.
  • Towed vehicles will be transported and impounded by the University’s designated towing vendor (Brown’s Wrecker Service). The impound fee is $125, payable to the vendor.

Abandoned Vehicles:

  • IWU Campus Safety will run DMV checks to determine the registered owner of vehicles suspected to be abandoned. Campus Safety will attempt to contact the owner if possible.
  • If the vehicle remains unclaimed seven (7) calendar days after the written notice, the vehicle may be towed at the owner's expense.
